Career
Summary
Frank J. Keenan has been active in the Pacific Northwest appraisal field
since 1968. After 30 years with the firm of Schueler McKown & Keenan,
of which he was President, he merged his company with GVA Kidder
Mathews’ Valuation Advisory Services Division in January 2001. Frank was
awarded the MAI designation by the Appraisal Institute in 1981 and is
certified as a General Real Estate Appraiser by the state certification
boards of the States of Washington, Oregon, Alaska and Montana.
Mr. Keenan’s experience has included a wide variety of commercial,
industrial and multi-family properties. In recent years Frank has
specialized in special purpose properties, which include golf courses,
marinas and airport properties.
He is one of 24 members nationally of the Society of Golf Appraisers,
and holds the SGA designation. The SGA is a national organization of
appraisers and consultants specializing in the valuation, market
analysis, and feasibility analysis of golf courses and golf-related
property. Members have each demonstrated a long term commitment to and
competence in the valuation and analysis of golf properties. The SGA
has set the standard for golf property analysis and is the only
professional golf appraisal organization in the United States. Other
valuation assignments have included the valuation of partial interests,
condemnation, ad valorem tax appeals, and market feasibility studies for
various property types.
Recent Assignments
Recent assignments include the repositioning of aviation land uses at
the surplused McClellan Air Force Base in Sacramento, California. The
analysis included an estimate of demand and rent potential for over 200
aviation-oriented properties on the base. Mr. Keenan also completed a
rental analysis for various properties and the Santa Barbara and
Portland Airports. Recent golf course appraisals include the analysis
of the Home Course recently purchased by the Pacific N.W. Golf
Association and the Washington State Golf Association. Other local
courses include the Classic Golf Club and McCormick Woods. Mr. Keenan
recently completed a detailed tax appeal for The Club at Black Rock in
Coeur d'Alene, Idaho.
